The new framework agreement lists a catalog with 20,300 software products, divided into 68 lots, which integrate product groups for area as infrastructure, networking, security, development, productivity, specific software for areas of health and education, among others.
From this catalog public bodies have access to a range of pre-qualified suppliers and services to sell to the State, which aims to streamline the process and ensure that acquisitions are directed to a range of products aligned as the set parameters.
Each framework agreement is valid for two years. After that, the goal is that the specification is reviewed and suppliers return to prove to the state that are authorized to sell to public bodies, terms which in many cases have not been met.
The software services catalog now validated by ESPAP, following a public tender, will be available to 1,800 entities linked to the national system of public procurement and other 575 entities that voluntarily associated to the SNCP, such as local authorities and others.
are in place right now 10 framework agreements, which joins the new agreement for the software, to take effect on the 13th of April.
Over the past few years the parameters of the framework agreements have been reviewed and have been created agreements to new areas, in order to align needs within the AP and create parameterized service packages that help the state to save in these areas.
The software had already been agreement above table but geared to specifically for licensing. The new agreement already provides for new forms of contracting services and has options to acquire, lease or operating software subscription.
