The City of Curitiba, through the Department of Information and Technology (SIT), opened a public competition for hiring systems development companies in the form known as “Software Factory”, in the estimated amount of R $ 60 million . The competition is part of the current administration’s effort to restore the governance of its technology, promoting the improvement of public management and the expansion of electronic services.
Part of the funding comes from the Management Modernization Program tax and Social Sectors Basic Management (PMAT), BNDES. The City Council signed the agreement with BNDES in September last year for a credit line of R $ 76 million. By contrast 10% of the county, the total resources will reach R $ 84 million, which will be used for the procurement of services and equipment in three key areas: digital infrastructure, territorial geocoding, geoprocessing, and modernization of municipal administration, especially in the tax area.
The current competition is the electronic trading mode. Those interested should submit proposals on Wednesday (16).
The superintendent of SIT, Luiz Oliveira, said that the contracts will last for four years and include the provision of very significant volumes of services and software development. As explained, the contracts total 74,000 “function points” (metric used in measuring the size of a software).
The trading day is divided into two lots. The first is the most significant, totaling 54,000 function points, and establishes the development of large systems, corporate level. The second, of 20 000 points, is facing the Departmental City Hall systems, based on Agile software development.
According to Oliveira, new edicts bidding information and communication technology services are being prepared by SIT. Soon there will be notices to datacenter infrastructure contracting, for solution and geoprocessing services, and a platform and automation services of the Municipality processes. “These investments are part of the modernization of public administration, with the aim of offering new and better services to the population through the intensive use of information technology,” said Oliveira.
