State spent 23.6 million in illegal software contests, says … – Review Computers

The accounts were presented today during a debate organized by the Association of Portuguese Open Source Companies (ESOP) which brought together representatives of the major parties: between 2012 and 2014, the state will spend 23.6 million euros in illegal software contests .

The accounting, which was held as the tenders were being launched in the various organizations, focused only on central public administration and in the municipalities. “These data refer only to competitions in which illegality is obvious, by specifying brands, products, or features that are unique to a product, ‘says Alvaro Pinto, president of the ESOP, noting that the balance now announced does not cover the results the contests.

Alvaro Pinto also said that the ESOP usually to alert the authorities that are responsible for launching contests that violate the laws. The leader of the ESOP also confirms that some cases are referred to the Competition Authority or the Court of Auditors.

The 23.6 million euros were determined from the analysis of software tenders launched in the last three years. In 2012, the ESOP detected the launch of software purchase tenders amounting to 3.4 million euros; in 2013, these accounts reached 8.2 million euros; in 2014, € 12 million were recorded in allegedly illegal competitions.
