PSD and PCP present draft resolutions and BE a legislative decree for the government pass using free software or open-source. The purpose of the PSD is more cautious and advocates a solution that takes into account security and that do not create a ‘free software dictatorship’.

There is consensus on the need to recommend to the government that is not limited to use of multinational software, but the model the recommendation is not peaceful.
